DOTr ASec Libiran Burns Dilawans for Credit-Grabbing Activities on Manila Subway Project
Assistant Secretary of the Department of Transportation (DOTr), ASec Goddes Hope Libiran burned down all the Dilawan critics for their alleged credit-grabbing activities regarding the highly anticipated Metro Manila Subway Project under the administration of Pres. Rody Duterte.
During the past few days, the Tunnel Boring Machine (TBM) arrived in the Philippines and due to the goo news, some Dilawan critics raised an issue that the said TBM was actually a pet project of former Pres. Noynoy Aquino.
One of the Dilawan critics even posted a spliced video claiming that the Metro Manila Subway Project was originally planned during the administration of the former Pres. Aquino and not by the Duterte administration who considered the subway project as one of Duterte's major infrastructure project.
According to ASec. Libiran there are some netizens who sent a video to DOTr, an edited and spliced video from the agency, claiming that the subway project was originally planned by the previous administration.
The DOTr Assistant Secretary narrated that for the benefit of those who are confused, during the year 1973, there was already a study of a subway project for Metro Manila and after six (6) administration, nothing happened. There are lots of studies, drawings, presentation that did not materialize not until the administration of Pres. Rody Duterte.
Under the administration of Pres. Duterte in 2016, the Build, Build, Build Program started with the leadership of veteran businessman DOTr Secretary Arthur Tugade at the helm of the Transportation Department.
In 2016, the DOTr made a Preparatory Survey (Feasibility Study) and finished it in 2017. Last August 2017, the project was submitted to NEDA ICC. The subway project was approved by NEDA Board in September 12, 2017 and in March 16, 2018 the Japan International Cooperation Agency (JICA) Loan Agreement for the Metro Manila Subway.

1973 pa lang po, may study na para sa subway sa Metro Manila.
Anim (6) na administrasyon ang nagdaan, ngunit puro study, drawing, at presentation ang nangyari. The studies, drawings, and presentations did not materialize.
Then, in 2016, the Build Build Build Program of President Rodrigo Duterte came, with Secretary Art Tugade at the helm of DOTr.
Let me share with you the facts and timeline.
Nagsagawa ang kasalukuyang DOTr ng Preparatory Survey (Feasibility Study) 2016 hanggang 2017.
Isinumite ang proyekto sa NEDA ICC noong August 2017.
September 12, 2017, inaprubahan ng NEDA Board ang investment para sa Metro Manila Subway.
March 16, 2018, pinirmahan ang Japan International Cooperation Agency (JICA) Loan Agreement para sa Metro Manila Subway.
November 2018, pinirmahan ang kontrata para sa General Consultant ng Subway.
February 20, 2019, pinirmahan naman ang kontrata para sa Design-Build Contractor ng Subway.
Isinagawa naman ang Groundbreaking Ceremony nito noong February 27, 2019.
December 2020, pinirmahan ang kontrata para sa mga tren ng Subway.
February 5, 2021, dumating ang unang Tunnel Boring Machine para sa subway at pinangalanan itong TBM “Kaunlaran”. Ipinakita sa publiko ang 74-ton cutterhead nito.
Matagal nang pinag-aaralan, matagal nang ipanapanukala, matagal nang ipinapangako. Ngayon lang magagawa at maisasakatuparan.
‘Yan ang Build Build Build.
Hindi lang Study Study Study.
At lalong hindi Drawing Drawing Drawing.
